OpenClaw - User expresses preference for longer but more reliable

@chribjel I randomly hit rate limit because token throughput is too high in the recent days. I would prefer an agentic session needing 3 hours to finish over one that needs 30 minutes to finish but may be canceled by the cloud provider at any time.
